Ökoeffzienz-Analyse: Entwicklung eines Ansatzes zur Bewertung von dezentralen Hochwasserschutzmaßnahmen

Abstract

Die Ökoeffizienz-Analyse (EEA) liefert grundlegende Informationen über die zu erwartenden ökonomischen und ökologischen Auswirkungen dezentraler Hochwasserschutzmaßnahmen und verknüpft diese mit Daten des potenziellen Wasserrückhalts der einzelnen Maßnahmen. Dieses Tool ist übergreifend für alle dezentralen Hochwasserschutzmaßnahmen - in der Forst- und Landwirtschaft sowie im Siedlungsbereich - anwendbar und wurde als Teil eines Entscheidungshilfe-Instrumentes (Decision-Support-System) des Interreg III b NWE Projektes WaReLa - Water Retention by Land Use - für den Hochwasserschutz in der Landnutzungsplanung konzipiert. Grundsätzlich trennt sich die Ökoeffizienz-Analyse in die Schritte Datenermittlung und Bewertung. Durch die Darstellung der drei Komponenten Ökonomie, Ökologie und Wasserrückhaltepotenzial in einem Portfolio-Diagramm lässt sich die Ökoeffizienz der Maßnahmen untereinander vergleichen und interpretieren. Dadurch kann die Auswahl geeigneter Maßnahmen oder Maßnahmenpakete in Abhängigkeit der Präferenzen sowie des normativen Hintergrundes des Anwenders erleichtert werden.
