Kommunale Wirtschaftsförderung in Bremen: Handlungsrahmen, Programme und Wirkungen

Abstract

Das Land Bremen muss sich einem wachsenden Standortwettbewerb um Ansiedlungen und Investitionen von Unternehmen und damit auch um Arbeitsplätze und Einwohner stellen. Von der Wirtschaftspolitik und Wirtschaftsförderung des Landes werden bei der Bewältigung dieser Herausforderungen wesentliche Beiträge erwartet. Sie sollen die Wettbewerbsfähigkeit beider Stadtgemeinden stärken, das Standortprofil im internationalen Kontext schärfen und zu einer ausgewogenen Wirtschaftsstruktur beitragen. Ein besonderer Fokus richtet sich auf die Sicherung und vor allem auf die Neuschaffung von Dauerarbeitsplätzen. Darüber hinaus werden wichtige Impulse zur Verbesserung der betrieblichen Forschungsaktivitäten und zur Innovationsfähigkeit von Unternehmen erwartet. Vor diesem Hintergrund besteht ein hohes Interesse an den konkreten Umsetzungen und den Effekten der bremischen Wirtschaftspolitik und -förderung. Im Auftrag der Arbeitnehmerkammer Bremen hat das Institut Arbeit und Wirtschaft (iaw) aus-gesuchte Bereiche der kommunalen Wirtschaftsförderung im Land Bremen für den Zeitraum 2007 - 2014 analysiert. Hierzu gehören die politisch-rechtlichen Rahmensetzungen (Teil A), die einzelbetriebliche Förderung (Teil B) sowie die Entwicklung von Gewerbeflächen (Teil C) und die Erfolgskontrolle (Teil D).
