Von den USA lernen? Zur Zukunft der Arbeits- und Sozialpolitik in Deutschland. Eine Auseinandersetzung um das Politikkonzept von Wolfgang Streeck

Abstract

Die Entstehung dieses Arbeitspapiers ist angestoßen worden durch die Veröffentlichung des Beitrags "Hire and Fire. Ist der amerikanische Arbeitsmarkt ein Vorbild für Deutschland?" von Wolfgang Streeck. Hierin unternimmt Streeck den Versuch einer Generalabrechnung mit der deutschen Arbeitsmarkt- und Sozialpolitik, die, entgegen ihrer erklärten Intention, zu einer höheren Arbeitslosigkeit und zu einem Ausschluss bestimmter Gruppen vom Arbeitsmarkt geführt habe. Gleichzeitig plädiert er für die Neujustierung des deutschen Sozialsystems und dessen Annäherung an das US-amerikanische Modell. Diese provokanten Thesen haben die Mitglieder der Forschungseinheit Wandel der Arbeitsgesellschaft (FeA) am Institut Arbeit und Wirtschaft (IAW) veranlasst, sich in einer gemeinsamen Diskussion näher mit den Argumenten und der Argumentation von Wolfgang Streeck zu befassen. Einige Ergebnisse dieser Auseinandersetzung werden in diesem Arbeitspapier präsentiert. Es umfasst einen von Lothar Peter in der Zeitschrift Sozialismus (11/2004) veröffentlichten Artikel sowie die transkribierte und redigierte Dokumentation der Diskussion.
