Neue Arbeit und Produktion im Quartier: Beobachtungen und Wishful Thinking

Abstract

Insgesamt ist der Strukturwandel in altindustriellen Regionen in Deutschland positiv verlaufen. Trotz zahlreicher Förderprogramme haben sich aber in den Städten verfestigte Problemgebiete herausgebildet, die weiter in Abwärtsspiralen führen und deren Bevölkerung bei der Bildung, dem Zugang zum Arbeitsmarkt und dem Einkommen deutlich schlechter gestellt ist als der Durchschnitt. Durch die urbane Produktion von Waren und Nahrungsmitteln sowie Dienstleistungen und lokal eingebettete Ökonomie könnten auch solche Quartiere profitieren. Insbesondere bieten Leerstände und Brachflächen Potenziale für die Neuansiedlung von Produktionsstätten und damit Arbeitsplätzen. So können neue lokale Wertschöpfungsketten entstehen, z.B. durch die Neuansiedlung industrieller Dienstleistungen. Durch eine verbrauchsnahe Produktion würden zudem Transportwege eingespart und somit Verkehr und Emissionen verringert.
