Tarifgerechte Entlohnung in der Pflege im Spiegel der Attraktivität des Pflegeberufs

Abstract

Die Regelungen zur tarifgerechten Entlohnung markieren den Wechsel vom Anreizmodell zum Normmodell. Unterschiedlich e Begrifflichkeiten prägen die Debatte, die es mit Blick auf Zielsetzung, Reichweite und potenzielle Wirkungen der gesetzlichen Neuregelungen zu reflektieren gilt. Der Beitrag fokussiert die Auswirkungen der tarifgerechten Entlohnung im Hinblick auf die Attraktivität des Pflegeberufs. Dazu zählen u. a. Tarifbindung, Reichweite kollektivvertraglicher (Lohn-)Regelungen, Lohndisparitäten, potenzielle Auswirkungen auf die Relevanz von Mindestarbeitsbedingungen sowie auf die Transparenz von Arbeits- und Beschäftigungsbedingungen. Während Effekte auf die Lohnhöhe in der Fläche plausibel sind, werden auch Grenzen der gesetzlichen Neuregelungen mit Blick auf die Steigerung der Attraktivität des Pflegeberufs erkennbar. Notwendig ist, die Chancen kollektivvertraglicher Gestaltung von präferierten Arbeitsbedingungen (z. B. Arbeitszeit) jenseits der Entlohnung stärker zu fokussieren.
