Produktive Stadt und Urbane Produktion: Ein Versuch der Verortung anhand der Neuen Leipzig-Charta

Abstract

Aktuelle Leitbilder der Stadtentwicklung entfernen sich von der autogerechten und funktionsgetrennten Stadt. Leitziele bilden die gemeinwohlorientierte, integrierte Stadtentwicklung mit besonderer Berücksichtigung von Nachhaltigkeit und Funktionsmischung. Im Rahmen der Funktionsmischung spielt Produktion eine wichtige Rolle, sie erhielt jedoch in den letzten Jahren wenig Bedeutung. Die verwendeten Begriffe "Urbane Produktion" und "Produktive Stadt" sind definitorisch nicht gefasst und werden teilweise synonym verwendet. Wir schlagen daher vor, Produktive Stadt ganzheitlich auf die territoriale Nutzung(smischung) zu beziehen und mit dem Konzept Urbane Produktion ausschließlich die materielle Produktion, die in Siedlungsnähe stattfindet, zu betrachten. Im Rahmen der produktiven Stadt sollte die mit dem lokalen Konsum einhergehende Umweltbelastung möglichst nicht exportiert werden. Dazu ist die Betrachtung der gesamten Stadt (also auch der Gewerbe- und Industriegebiete) von zentraler Bedeutung.
