Desorganisierte Erwerbslose: Mobilisierungsprobleme, Vertretungslücken und politische Konfliktverlagerung

Abstract

Interessenorganisationen von Erwerbslosen erleben zahlreiche Hemmnisse für eine stärkere kollektive Organisierung der Betroffenen. Während Erwerbsloseninitiativen die politische Interessenvertretung ihrer Klientel aufgrund unzureichender Ressourcen vielfach vernachlässigen, konkurrieren in Wohlfahrtsverbänden und Gewerkschaften Erwerbsloseninteressen mit anderen Interessen. "Zukunftsvereinbarungen" und "Von Arbeit in Arbeit" sind aktuell die wichtigsten Regulierungsinstrumente, die Sicherheit, Statuserhalt und Beteiligung der Beschäftigten in Transformationsprozessen stärken können. Die Interessenorganisationen der Erwerbslosen scheitern daran, die Betroffenen zu politisieren und Interessendivergenzen unter Erwerbslosen(-Vertretungen) auszuräumen. Gesellschaftliche Stigmatisierungen der Erwerbslosen erschweren eine kollektive Interessenartikulation zusätzlich. Politisch brisant: Rechtspopulistische Parteien stoßen in diese Repräsentationslücke und verlagern den politischen Oben-Unten-Konflikt zu einem Innen-Außen-Konflikt, der im Kontrast zu dem inklusiven Solidaritätsanspruch der Interessenorganisationen der Erwerbslosen steht.
