Startchancen als Schnittstellen-Programm: Multiprofessionelle Kooperation zwischen Schulen und Kinder- und Jugendhilfe

Abstract

Das Startchancen-Programm adressiert Schnittstellen im Bildungsföderalismus sowie zwischen dem Schulsystem und der Kinder- und Jugendhilfe. Für Effekte auf Bildungserfolg und Teilhabe sind ebenenübergreifende und multiprofessionelle Kooperationen erforderlich, die systematisch aufgebaut und weiterentwickelt werden. Zentrale Gelingensbedingungen liegen in drei Kooperationsdimensionen - in einem abgestimmten Handeln von Schulaufsicht und Kommune (Schulträger und Jugendamt) zur Verknüpfung von Schulentwicklung und kommunalen Präventionsstrategien, in der Zusammenarbeit von Lehrkräften und sozialpädagogischem Personal für eine integrierte Förderung sowie im Aufbau tragfähiger Netzwerke zwischen Schulen und außerschulischen Partnern im Sozialraum. Weitere Schnittstellen betreffen zum einen die Unterstützung der Schulen durch die Sozialverwaltung bei der Aufgabe, Familien den Zugang zu Bildungs- und Teilhabeleistungen zu erleichtern, und zum anderen die stärkere Verzahnung der frühen Bildung mit der Förderung im Grundschulalter ("Startchancen-Kita").
