Niedriglohnbeschäftigung 2023: Hohes Armutsrisiko unter Niedriglohnbeziehenden

Abstract

Die außerplanmäßige Erhöhung des gesetzlichen Mindestlohns auf 12 € im Oktober 2022 hat gerade niedrige Stundenlöhne deutlich angehoben. Dieser positive Trend hat sich allerdings 2023 nicht fortgesetzt. Ein besonders hohes Niedriglohnrisiko hatten 2023 Minijobber*innen (79,4 %), Jüngere (43,5 %), Geringqualifizierte (41,9 %), befristet Beschäftigte (37,2 %) sowie Ausländer*innen (28,4 %) und Frauen (23,5 %). Niedriglohnbeschäftigte sind mit 22,6 % sehr häufig armutsgefährdet. Für die abhängig Beschäftigten insgesamt liegt das Armutsrisiko bei 7,3 % und ist damit deutlich geringer als in der Bevölkerung insgesamt (17,7 %). Ein wesentliches Armutsrisiko der Niedriglohnbeziehenden liegt im Erwerbsumfang, sowohl individuell als auch auf der Haushaltsebene. Die Subventionierung von niedrig entlohnter Beschäftigung sollte von den Minijobs hin zu substanzieller Teilzeit verlagert werden.
