Deutsche Ratspräsidentschaft: Aufschwung für die Mitbestimmung?

Abstract

Deutschland übernimmt in der zweiten Jahreshälfte 2020 die Ratspräsidentschaft im Rat der EU. Der Schutz der Mitbestimmung, insbesondere bei der grenzüberschreitenden Sitzverlagerung von Unternehmen, ist erklärtes Ziel der Bundesregierung. Die Ratspräsidentschaft sollte dafür genutzt werden, Mitbestimmung auf europäischer Ebene zu schützen und zu stärken, denn Sozialpartnerschaft funktioniert nur auf Augenhöhe. Bisher geltendes Recht auf nationaler und europäischer Ebene ist schlichtweg ungeeignet, die Mitbestimmung adäquat zu schützen. Am effektivsten wäre eine Rahmenrichtlinie für Unterrichtung, Anhörung und Mitbestimmung.
