Strahlungsarmes "Quötchen": Die Geschlechterverteilung in Aufsichtsrat und Vorstand 2019

Abstract

Im März 2015 wurde "die Frauenquote" für die Besetzung von Aufsichtsrat und Vorstand gesetzlich verankert. Mit 30 % gilt sie aktuell für 107 Unternehmen, welche die beiden Kriterien "börsennotiert" und "paritätisch mitbestimmt" erfüllen. Zwar halten sich die gesetzlich verpflichteten Unternehmen ans Gesetz. Doch die Quotenverpflichtung entfaltet bisher allenfalls Strahlkraft auf den eigenen Vorstand, nicht aber auf andere Unternehmen. Im Gegenteil: In einigen Fällen wird die Erfüllung der Quote durch gezielte temporäre Größenveränderungen nur suggeriert; und die meisten Unternehmen erfüllen lediglich die Mindestquote, so dass sie sich zu einer neuen gläsernen Decke entwickelt. Sind die derzeitigen gesetzlichen Regelungen also ausreichend? Wir sagen: Nein! Denn Ziel ist und bleibt nicht nur eine Frauenquote von 30 %, sondern eine geschlechtergleiche Besetzung von Aufsichtsrat und Vorstand. Was tun? Der Report liefert zahlreiche Fakten und Vorschläge, um das erklärte Ziel zu erreichen.
