Abstract

Ist Qualitätsmanagement für Betriebs- und Personalräte geeignet? In letzter Zeit werden schrittweise Regelungen der Arbeits- und Einkommensbedingungen der Beschäftigten von der tariflichen auf die betriebliche Ebene verlagert. Mit zunehmenden Auseinandersetzungen um Arbeitsplatzerhalt, Arbeitszeit und betriebliche Kompromisse wachsen der betriebliche Handlungs- und Regelungsumfang der Betriebs- und Personalräte und ihre Verantwortung für die Belange der Beschäftigten. Somit kommt einer guten Qualität der Betriebs- und Personalratsarbeit zunehmende Bedeutung sowohl für die Arbeitsbedingungen der Beschäftigten als auch für die gewerkschaftliche Präsenz in den Betrieben zu.In Form einer explorativen Studie wurde in dem Projekt der Frage nachgegangen, 'ob und wie die Grundprinzipien und Instrumente von Qualitätsmanagement in der BR-/ PR-Arbeit so abgebildet werden können, dass sie aus Sicht der Mitglieder einen strategischen Nutzen für das Gremium liefern.' Ziel ist die kontinuierliche Qualitätssicherung und -steigerung als bewusst gesteuerter Prozess auch über die einzelne Wahlperiode hinaus.
