Netz in Nutzerhand: Politökonomische Argumente für eine Infrastrukturgenossenschaft für das Schienennetz

Abstract

Trotz milliardenschwerer Investitionen bleibt die deutsche Schieneninfrastruktur ein Engpass für die Verkehrswende. Die staatliche DB InfraGO AG weist gravierende Governance-Schwächen auf: Einbindung in den DB Konzern, geringe Nutzerorientierung in Bezug auf private Anbieter und politökonomisch kaum effektiv sanktionierbares Fehlverhalten untergraben Effizienz und Wettbewerb. Dieser Policy Impuls analysiert die politökonomischen Ursachen struktureller Fehlsteuerung und zeigt, warum die bisherige Staatslösung wie auch eine reine Privatisierung nicht überzeugen. Als Alternative wird die Überführung des Netzes in eine Infrastrukturgenossenschaft vorgeschlagen, an der alle Eisenbahnverkehrsunternehmen beteiligt sind. Das könnte Anreize, Verantwortung und Gemeinwohlorientierung besser vereinen - und die Schiene zukunftsfähig machen.
