Jährliche Pflichtuntersuchung für ältere Gebrauchtwagen: Ein ökonomischer Trugschluss

Abstract

Die EU-Kommission plant eine jährliche Hauptuntersuchung für PKW ab zehn Jahren, um die Verkehrssicherheit zu erhöhen. Dieser Policy Impuls analysiert die Maßnahme aus ökonomischer Perspektive und zeigt: Die geplante Regelung erzielt kaum sicherheitsrelevante Effekte, verursacht aber erhebliche volkswirtschaftliche Schäden. Ein Kaskadeneffekt verteuert jüngere Gebrauchtwagen, wodurch einkommensschwache Haushalte besonders belastet werden. Antizipationseffekte verkürzen zudem die Nutzungsdauer bestehender PKW – mit negativen Folgen für Klima und Ressourceneffizienz. Die Maßnahme kollidiert zudem mit dem Subsidiaritätsprinzip und dürfte primär industriepolitischen Zwecken dienen. Aus ökonomischer Sicht ist der Vorschlag sehr fragwürdig.
