Regionale Disparität von Forschung und Entwicklung: Was hat sich in den Jahren verändert?

Abstract

Forschung und Entwicklung (FuE) ist seit vielen Jahren ein wichtiger Baustein für die Regionalförderung. Betrachtet man nur die internen FuE-Aufwendungen in den Bundesländern, dann scheint es weit führende Länder zu geben (z.B. Baden-Württemberg) und andere, die bereits hoffnungslos abgehängt wurden (z.B. Brandenburg und Mecklenburg-Vorpommern). Aber trifft dieser erste Eindruck wirklich zu? Ist die relative Konzentration (Disparität) der FuE-Ausgaben in Deutschland tatsächlich so groß, wie es scheint? Und was hat sich in den Jahren seit der Wiedervereinigung geändert? Im Folgenden soll diese Frage mit Hilfe des Gini-Koeffizienten analysiert werden. Darüber hinaus soll der internationale Vergleich eine Bewertung der deutschen Situation ermöglichen.
