Determinanten der Umweltqualität: Wohlstand und marktwirtschaftliche Umweltpolitik

Abstract

Der Beitrag untersucht den Zusammenhang zwischen der Umweltqualität, der CO2-lntensität des Bruttoinlandsprodukts und drei institutionellen Indikatoren (Demokratie, Marktwirtschaft, Korruption) für einen Querschnitt von 154 Ländern. Als Kontrollvariable wird das Pro-Kopf-Einkommen verwendet. Da einige Variablen durch schiefe Verteilungen und Ausreißer charakterisiert sind, werden neben klassischen OLS-Regressionen (ordinary least squares) auch LAD-Regressionen (least absolute deviations) verwendet. Es zeigt sich ein positiver Zusammenhang zwischen der Umweltqualität und dem Pro-Kopf-Einkommen, während die Emissionsintensität mit steigendem Einkommen zunimmt. Einen starken Einfluss auf beide Variablen hat eine lnteraktionsvariable, die den Einfluss der Demokratisierung und der Marktwirtschaftlichkeit kombiniert. Länder, die hier hohe Werte aufweisen, zeichnen sich durch hohe Umweltqualität und geringe Emissionsintensität des Bruttoinlandsprodukts aus. Es zeigt sich, dass die Förderung marktwirtschaftlicher Demokratien umweltpolitisch erfolgversprechender ist als negatives Wachstum.
