Eine kritische Reflexion des Förderansatzes Modellregionen Grüner Wasserstoff in BadenWürttemberg: Policy Brief I

Abstract

Die Analyse bezieht sich auf die Umsetzung der Förderung der beiden Wasserstoff-Modellregionen in Baden-Württemberg im Rahmen der EFRE-Förderperiode 2021-2027. Ziel ist der Aufbau einer grünen Wasserstoffwirtschaft durch Investitionen in Infrastruktur, Forschung, gesellschaftliche Akzeptanz und Innovationen. In diesem Sinne soll die nachhaltige Transformation des Energiesystems in Baden-Württemberg angestoßen werden. Die geförderten Projekte umfassen den Ausbau von Elektrolyseuren, Pipelines und die Nutzung von Wasserstoff in Industrie, Verkehr und Wohnen. Trotz positiver Ausgangsbedingungen und langjähriger technologischer Expertise bestehen Herausforderungen wie hohe Kosten, lange Genehmigungsverfahren, regulatorische Unsicherheiten und gesellschaftlicher Widerstand. Die Förderung soll die regionale Produktion, Innovation und Marktdurchdringung vorantreiben, wobei die langfristigen Wirkungen noch nicht abschließend bewertet werden können.
