Stiefkind Produktionsmodernisierung? Die Praxis der strategischen Planung zukünftiger Produktionsstrukturen in der deutschen Industrie

Abstract

Während in den Betrieben im Mittel 4 Prozent der Beschäftigten mit Forschung und Entwicklung zum Zwecke der Produktinnovation betraut sind, wird auf die Planungen zur Modernisierung der Produktionsstrukturen lediglich ein Zehntel dieser Personalkapazitäten verwandt. Die Federführung für die strategische Planung liegt meistens bei den Geschäfts-, Produktions- und Betriebsleitern, der Planungshorizont der Produktionsmodernisierung ist kurz bis mittelfristig ausgerichtet und reicht selten über fünf Jahre hinaus. Messen und Ausstellungen sind die mit Abstand wichtigsten Informationsquellen für die Produktionsmodernisierung, dies gilt insbesondere für kleine Betriebe. Neben der Marktentwicklung der eigenen Produkte werden Trends bei Maschinen, Anlagen und Materialien aufmerksam beobachtet, während beispielsweise Trends in der Produktionsorganisation und bei der Gesetzgebung eine geringere Bedeutung haben und die Entwicklung der Energie- und Rohstoffpreise nur für kleine und mittlere Betriebe einen höheren Stellenwert hat. Trotz des insgesamt sehr geringen Niveaus der Aufwendungen für die Planung der Produktionsmodernisierung zeigen sich bereits mit wenig avancierterer Vorgehensweise signifikant modernere Produktionsstrukturen.
