Forschung und Entwicklung in Staat und Wirtschaft: Deutschland im internationalen Vergleich

Abstract

Die internen FuE-Aufwendungen sind in Deutschland im Jahr 2019, also dem letzten Jahr vor der Pandemie um 5.1 Prozent auf knapp über 110 Mrd. Euro gestiegen. Den stärksten Anstieg hatte mit gut 6 Prozent der Staatssektor, den Schwächsten mit 4,8 Prozent der Hochschulsektor zu verzeichnen. Im Wirtschaftssektor stiegen die internen FuE-Aufwendungen um 5,2 Prozent auf 75,83 Mrd. Euro. Im internationalen Vergleich der großen Forschungsnationen lag die deutsche Wirtschaft mit diesen Steigerungsraten auf einem Mittelfeldplatz, deutlich hinter den USA, China und Japan, aber noch vor Frankreich und Südkorea. Im europäischen Vergleich lag Deutschland knapp unter dem EU-Durchschnitt. Das Jahr 2020 als erstes Pandemie-Jahr bescherte der deutschen Wirtschaft dagegen einen schweren Einbruch bei den internen FuE-Aufwendungen. Ein Rückgang von 6,3 Prozent war - bei einer noch eingeschränkten Datenlage - der zweitstärkste in Europa. Nur Italien musste noch stärkere Einbußen hinnehmen. Vor allem im KfZ-Bau gingen die FuE-Aufwendungen stark zurück, was einmal mehr die starke Abhängigkeit der deutschen Wirtschaft von dieser Branche zeigt.
