Planungssicherheit für die Schiene: Was Deutschland von Österreich und der Schweiz lernen kann

Abstract

Die Schienenfinanzierung ist in Deutschland kurzfristig angelegt: Mittel werden jährlich politisch neu ausgehandelt (Neu- und Ausbau) oder lediglich in revidierbaren Verträgen vorstrukturiert (Erhalt). Zwar stellt das Sondervermögen Infrastruktur und Klimaneutralität (SVIK) temporär deutlich mehr Geld bereit. An der geringen Planungssicherheit ändert es aber nichts. Das kostet. Denn die geringe Planbarkeit verteuert die Schienenfinanzierung systematisch: Projekte werden kostenintensiv geplant, bevor ihre Finanzierung gesichert ist; Bauunterbrechungen erzeugen Wiederanlaufkosten und weil die Bauindustrie nicht langfristig kalkulieren kann, investiert sie nicht in neue Maschinen und Fachkräfte. Das verschärft Engpässe und treibt Margen. Dieses Papier beschreibt die Finanzierungsmodelle der Schweiz (Bahninfrastrukturfonds) und Österreichs (Annuitätenfinanzierung) und destilliert zentrale Elemente einer erfolgreichen Schienenfinanzierung: Planungssicherheit entsteht durch die (1) institutionelle Verankerung der Finanzierungsverpflichtung und (2) systemische Integration. Das heißt: Eine dauerhafte Finanzierungsstruktur außerhalb des Haushalts und ein von der Planung bis zur Zahlung abgestimmtes System.
