Booster für die Konjunktur, aber die Krux bleibt der Arbeitsmarkt: DZ Growth Update #1 zum Bundeshaushalt 2025

Abstract

Der Bundeshaushalt 2025 könnte zum Booster für die deutsche Konjunktur werden. Wir schätzen, dass die geplanten Infrastrukturinvestitionen, Verteidigungsausgaben und steuerlichen Erleichterungen für Unternehmen das Wirtschaftswachstum in diesem und im nächsten Jahr auf 0,5 bzw. 1,9 Prozent steigern könnten. Das mittelfristige Potenzialwachstum im Jahr 2029dagegen würde nur moderat auf 0,9 Prozent steigen. Den größten Beitrag leisten die Infrastrukturinvestitionen des neuen Sondervermögens. Wir folgern daraus: Mehr öffentliche Investitionen helfen der Konjunktur. Soll jedoch das Potenzialwachstum über die im Koalitionsvertrag ausgegebene Marke von einem Prozent steigen, sollte die Bundesregierung Maßnahmen ergreifen, die mehr Frauen, Arbeitslose, Rentner und Zuwanderer in den Arbeitsmarkt bringen.
