Belastungswirkung von Klimapolitik: Impulse für ein umfassendes Verständnis

Abstract

Dieses Papier gibt erste Impulse aus einem laufenden Projekt zur Gesamtbetrachtung der Belastungswirkung von Klimapolitik für private Haushalte. Die größten unmittelbaren Belastungen sind bei Gebäudewarme und Verkehr zu erwarten. Auf Basis verschiedener Analyseperspektiven erscheinen im Wärmesektor zielgenaue und einkommensbezogene Förderung und Kompensation dringend notwendig. Im Verkehrssektor ist dies weniger der Fall - heutige Spitzenbedarfe an Kraftstoffen sind ein schlechter Indikator für Belastungsspitzen, die beim Umstieg auf klimaneutrale Mobilität entstehen. Es werden Entlastungspotentiale durch den ÖPNV diskutiert. Diese sind nur realisierbar, wenn negative Skaleneffekte und hohe Attraktivität des motorisierten Individualverkehrs adressiert werden. Zuletzt wird für ein graduelles Hinwirken auf eine klimaneutrale Ernährung geworben, um zukünftigen Verteilungskonflikten vorzugreifen.
