Ein kommunales Investitionsprogramm für das nächste Jahrzehnt: Die Verfahren sind entscheidend

Abstract

Die Corona-Krise verschärft die bereits schwierige Situation der kommunalen Haushalte und könnte die Investitionslücke vergrößern. Um dem beizukommen, braucht es mehr als einen öffentlichen Investitionsfonds; auch das Verfahren zur Zuteilung der Investitionen muss reformiert werden. Im vorliegenden Paper schlägt René Geißler einen Drei-Säulen-Ansatz für die Governance eines solchen Programms vor.
