Beyond Aid: konzeptionelle Überlegungen zum Wandel der Entwicklungszusammenarbeit

Abstract

Die Entwicklungszusammenarbeit (EZ) ist Teil eines Systems der internationalen Kooperation, das durch Fragmentierung und Defizite in der Bearbeitung globaler Probleme geprägt ist. Auf der Grundlage des Beyond Aid-Begriffs entwickelt dieser Artikel einen konzeptionellen Rahmen zum Verständnis des Wandels der EZ. Dafür versucht er, erstens, eine nähere begriffliche Bestimmung von Beyond Aid. Bei dem bisher als lose Sammelbezeichnung genutzten Begriff unterscheidet er vier Dimensionen: Akteure, Finanzierung, Regulierung und Wissen. An ihnen ist der Wandel des Politikbereichs EZ ablesbar, der auf den dynamischen Kontext zurückzuführen ist, in dem EZ agiert. Vor diesem Hintergrund entwickelt der Artikel, zweitens, idealtypische Szenarien zur zukünftigen Ausrichtung der EZ: Spezialisierung und Vernetzung bilden das mögliche Spektrum ab, in dem sich die Zukunft der EZ als Teil des Gesamtsystems der globalen Problembearbeitung bewegt. Die Schlussfolgerungen formulieren Fragen zur Strukturierung der Debatte um die zukünftige Ausrichtung der EZ.
