Wirkungen einer Einführung des Konzeptes der vermeidbaren Kosten auf die Endverbraucher

Abstract

[Untersuchungsgegenstand] Die Europäische Kommission drängt mit ihrer Empfehlung 2009/396/EG auf eine Umstellung der Regulierung von Entgelten für die Zustellung von Anrufen in Fest- und Mobilfunknetze von dem bislang praktizierten Maßstab der Kosten der effizienten Leistungsbereitstellung auf das sog. Konzept der vermeidbaren Kosten. Danach sollen die durch die Anrufzustellung verursachten Kosten nicht mehr vollständig über das regulierte Zustellungsentgelt gedeckt werden, sondern nur noch derjenige Anteil, der bei hypothetischer Betrachtung entfiele, wenn der Dienst Anrufzustellung nicht mehr angeboten würde. Die Kommission begründet ihre Forderung maßgeblich mit dem Argument, Verbraucher würden von dieser Umstellung erheblich profitieren. Zielsetzung der vorliegenden Untersuchung ist es, die Validität dieses Argumentes in Bezug auf die deutschen Telekommunikationsmärkte zu prüfen. Zu diesem Zweck wird eine detaillierte Analyse der Effekte unternommen, die in Deutschland bei einer Einführung des Kommissionskonzeptes auf die Endverbraucher zu erwarten sind.
