Das deutsche Rentenversicherungssystem: Probleme und Perspektiven

Abstract

This is a translation of SFB 504 discussion paper 97-23 Deutschland verfügt über eines der großzügigsten Rentensysteme der Welt. Gleichzeitig ist Deutschland mit einem der weltweit drastischsten Bevölkerungsalterungsprozesse konfrontiert. Das Verhältnis von Erwerbstätigen zu Rentnern wird innerhalb der nächsten Generation auf etwa 1:1 absinken. Dies wird das Umlageverfahren der deutschen Rentenversicherung in ernsthafte Bedrängnis bringen. Vor diesem Hintergrund verfolgt dieser Beitrag drei Ziele. Zunächst wird demonstriert, daß das gegenwärtige System Anreizeffekte beinhaltet, die es besonders schwierig machen, das Problem der Altersstrukturverschiebung zu bewältigen. Der zweite Abschnitt zeigt, daß keine Einzelmaßnahme das Umlageverfahren langfristig stabilisieren kann. Während der Beitragssatz durch eine Kombination von Gesetzesänderungen zwar durchaus stabilisiert werden kann, wird die interne Rendite des Umlageverfahrens dann jedoch auf ein Niveau sinken, das starke Anreize ausübt, jede Möglichkeit zum Ausstieg aus diesem Alterssicherungssystem zu nutzen. Im letzten Abschnitt des Beitrags wird daher aufgezeigt, daß der Umstieg auf ein kapitalgedecktes System durchaus möglich ist, ohne eine äDoppelbelastung¶ der Übergangsgeneration zu verursachen.
