Unternehmenssteuerwettbewerb in der EU 25. Eine empirische Überprüfung der "Race-to-the-Bottom"-Hypothese

Abstract

Dieses Working Paper beschäftigt sich mit der Frage, ob in den EU-Ländern ein Race-to-the-Bottom-Wettbewerb bezüglich der Unternehmenssteuern stattfindet. Die Existenz eines solchen Wettbewerbs, welcher sich durch sinkende Steuerbelastung von Kapitaleinkommen bei zunehmender Kapitalmobilität auszeichnet, wird anhand eines empirischen Modells überprüft. Dabei werden neben der Kapitalmobilität weitere Faktoren untersucht, von denen angenommen werden kann, dass sie Einfluss auf die Intensität eines etwaigen Steuerwettbewerbs haben, wie die Größe eines Landes bzw. seine wirtschaftliche Bedeutung in Relation zu den Konkurrenzländern. Anhand dieser Untersuchung kann – obwohl die Ergebnisse nicht dem theoretischen Modell entsprechen – die Race-to-the-Bottom-Hypothese nicht verworfen werden, womit ein Steuerwettbewerb im Zusammenhang mit Unternehmenssteuern nicht ausgeschlossen ist.
