Finanzierungsstruktur der Pensionsversicherung in Österreich. Zwischen Versicherung und Sozialpolitik

Abstract

Die Ausgaben für die Alterssicherung im Rahmen der gesetzlichen Pensionsversicherung werden zu etwa 73% durch Beiträge der aktiv Erwerbstätigen und zu rund 27% durch Mittel aus dem Bundesbudget finanziert. Das bindet einerseits rund 13% des Bundesbudgets. Diese Budgetmittel dienen andererseits der Abdeckung jener sozialpolitischen Funktionen, die dem Pensionssystem zugewiesen sind, wie u. a. der Absicherung vor Altersarmut, der Berücksichtigung von Kindererziehungszeiten oder der Versorgung von Hinterbliebenen. Das Verständnis der gegenwärtigen, vielschichtigen Finanzierungsstruktur stellt eine zentrale Voraussetzung für die Entwicklung fundierter Konzepte zur zukünftigen Ausgestaltung und Optimierung der Finanzierung dar.
