Abstract

Social protection systems are key to reducing poverty, building resilience, and enabling inclusive economic growth. Digital tools—such as digital IDs, registries, and payment platforms—can expand their reach and efficiency, especially in crises. During COVID-19, countries with digital systems reached three times more people with cash transfers. Yet, adoption of digital solutions remains uneven. Many countries face challenges such as weak infrastructure, limited capacity, data privacy concerns, and system integration issues. Addressing these gaps requires coordinated action, sustained investment, and innovative financing.
