La inversión territorializada en el Grupo Fomento: Análisis de las diferencias entre proyecto, presupuesto aprobado y volumen ejecutado

Abstract

Este artículo analiza las divergencias entre la inversión territorializada prevista en el proyecto de presupuestos, la aprobada en el presupuesto inicial, y la finalmente ejecutada por el Ministerio de Fomento. Comenzamos con una breve panorámica del centrifugado de inversiones en dicho ámbito institucional, a fin de poder apreciar adecuadamente el alcance y límites objetivos de esta investigación. A continuación, estudiamos las citadas diferencias entre el proyecto, el presupuesto aprobado y su liquidación. Las estimaciones econométricas muestran que las variables presupuestarias y de gestión son, en conjunto, más relevantes que las políticas a la hora de explicar las diferencias en el grado de ejecución presupuestaria, tanto en una dimensión temporal como interregional.
