Il finanziamento pubblico delle università italiane: venti anni di riforme incompiute

Abstract

Questo lavoro offre un’analisi dettagliata dei cambiamenti organizzativi del finanziamento pubblico delle università statali avvenuti dopo il 1994 e presenta alcune evidenze empiriche descrittive relative a tali cambiamenti. Il lavoro è organizzato come segue. La prima parte confronta il finanziamento delle istituzioni universitarie italiane con quello dei principali paesi avanzati. La seconda parte descrive l’evoluzione del finanziamento diretto agli atenei statali concentrandosi sui criteri utilizzati per l’allocazione del Fondo di Finanziamento Ordinario (FFO); di particolare interesse è la dinamica della quota di FFO attribuita mediante l’uso di una formula e non sulla base della spesa storica. La terza parte, infine, discute le altre componenti del finanziamento complessivo destinato all’istruzione terziaria e alla ricerca accademica delle università statali.
