Correcting survey-based inequality estimates: The case of South Africa

Abstract

South Africa's exceptionally high-income inequality has been demonstrated by studies using survey data and, more recently, tax data. These data sources are complementary because household surveys capture incomes in lower deciles of the distribution but perform poorly at the top, while personal income tax data perform better at the top end but exclude individuals with incomes below the tax threshold.
