Building a social protection system under resource constraints: Mozambique's experience

Abstract

This paper reviews the evolution, structure, and functioning of Mozambique's social protection system. Despite being one of the poorest countries in the world, Mozambique has developed a comprehensive framework that aspires to universal coverage, anchored in constitutional rights and international norms. Drawing on official statistics and secondary sources, we examine both contributory and non-contributory schemes, analysing their coverage, financing, and effectiveness within the broader context of informality, fiscal constraint, and demographic change.
