World Investment Report 2025: International investment in the digital economy

Abstract

The 2025 Report examines the role of international investment in the digital economy and analyses how digital transformation is reshaping global investment patterns, international production and economic development. It reviews trends in foreign direct investment related to digital infrastructure, digital services and technology-intensive sectors and evaluates their implications for productivity, innovation and competitiveness. Particular attention is given to the growing importance of data, digital platforms and technology ecosystems in shaping investment decisions and international business activity. The Report assesses opportunities and challenges for developing economies seeking to participate more effectively in the digital economy and attract investment in high-value activities. The analysis identifies policy measures that can support digital investment, strengthen technological capabilities and promote inclusive participation in digital transformation processes.
