World Investment Report 2008: Transnational Corporations, and the Infrastructure Challenge

Abstract

The 2008 Report examines the role of transnational corporations in infrastructure development and assesses their contribution to investment in sectors such as electricity, telecommunications, transport and water services. It analyses patterns of foreign direct investment and other forms of private participation in infrastructure and evaluates their effects on access, efficiency and economic performance. Particular attention is given to infrastructure challenges in developing countries, where financing and capacity constraints can limit development prospects. The Report reviews the evolution of infrastructure investment since the 1990s and explores the growing role of firms from developing economies in cross-border infrastructure activities. It also considers the policy and regulatory frameworks needed to balance investment promotion with public interest objectives. The analysis highlights opportunities and challenges associated with using international investment to support infrastructure development and economic growth.
