Trade and Development Report 2023: Growth, Debt, and Climate: Realigning the Global Financial Architecture

Abstract

The 2023 Report examines the interrelated challenges of economic growth, debt sustainability and climate change and evaluates their implications for development prospects. It analyses weaknesses in the international financial architecture and assesses how current financing arrangements limit the ability of many developing countries to invest in sustainable development and climate action. Particular attention is given to rising debt burdens, constrained fiscal space and the growing costs of climate adaptation and mitigation. The Report evaluates options for reforming global financial governance and strengthening mechanisms for development finance, debt management and climate-related investment. It also considers the relationship between macroeconomic stability, productive investment and sustainable growth. The analysis highlights policy measures aimed at realigning international financial arrangements with development and climate objectives while reducing vulnerabilities and promoting long-term economic resilience.
