Economic Development in Africa Report 2016: Debt Dynamics and Development Finance in Africa

Abstract

The 2016 Report examines the relationship between public debt and development finance in Africa in the context of changing global and domestic financing conditions. It analyses recent trends in external and domestic debt, assesses the factors contributing to rising debt levels and evaluates their implications for development financing and macroeconomic stability. Particular attention is given to the balance between meeting investment and infrastructure needs and maintaining long-term debt sustainability. The Report explores alternative financing options available to African countries and considers the links between debt management, resource mobilization and economic transformation. It evaluates policy approaches that can strengthen debt governance, improve the effectiveness of development financing and reduce vulnerability to financial shocks. The analysis identifies measures that support sustainable borrowing while preserving fiscal space for development objectives.
