Abstract

The paper is based on the results of an IECONŽs research requested by the Ministry of Industry, Energy and Mining, which analyzes the situation and prospects of the Law on Industrial Parks in Uruguay. This involved fieldwork and interviews with different actors related to public authorities (national and local), managers and companies. The paper begins with a brief conceptual framework on regional economic development. After that, analyzes the objectives and fundamentals that are behind the industrial parks considering the dimensions of industrial policy, spatial planning and land use. At this point, it critically analyzes the industrial Parks Act and its implementation in Uruguay. It discusses the expected benefits and the difficulties to materialize this in localization advantages. Based on the previous discussion, the article proposes a reorientation towards a territorial development framework, with more emphasis on the objectives and content of the policy instead of in the formal aspects of the instrument.
