Le développement durable dans la crise en Europe-Article

Abstract

Pour analyser ce qu'il en est, vingt ans après Rio, de la prise en compte du développement durable, cet article se penche sur la situation de ce dernier dans l'Union Européenne depuis le début de la crise économique de 2008. Un décalage entre le discours du développement durable et les causes de cette crise est mis en évidence, tout en montrant aussi les effets de celle-ci sur les budgets publics de « verdissement » de l'économie, effets aggravés par l'enlisement de la politique climatique. Toutefois des politiques de soutenabilité environnementale continuent à être définies en Europe réhabilitant la notion de limites, et déterminant des objectifs de long terme. Par ailleurs la prééminence des approches économiques est partout lisible, en dépit tant de ses faiblesses internes que des effets qu'elles sont capables de générer. La stagnation de la croissance économique pour sa part peut augmenter l'intérêt pour des visions alternatives du bien-être, mais ceci suppose des analyses différenciées, et des articulations entre critiques qui sont à approfondir et actualiser dans le contexte de la crise économique.
