Indicatori Quali-Quantitativi per il Supporto alle Decisioni nella Valutazione delle Attività Universitarie

Abstract

Nell’ambito della complessa riforma delle politiche di finanziamento del sistema universitario nazionale, si inserisce anche la nuova regolamentazione della ripartizione del Fondo di Finanziamento Ordinario (FFO), che vincola parte della stessa ad una specifica valutazione (ex-post) effettuata dal C.N.V.S.U. (tra breve A.N.V.U.R.) per conto del Ministero competente. Tale valutazione si sostanzia nel periodico monitoraggio dei risultati ottenuti a consuntivo dai singoli Atenei, in rapporto alla loro programmazione triennale degli obiettivi prioritari da perseguire in termini di miglioramento e di efficacia della qualità del servizio pubblico offerto. Sotto l’aspetto quantitativo, tale ambizioso traguardo si raggiunge in funzione di un Indicatore Complessivo di Qualità (ICQ), costruito tramite la sintesi ponderata di ventuno parametri, tutti misurati su scala di rapporti e raggrupati per omogeneità in 5 macro-aree di attività. L’attuale proposta di quantificazione del citato ICQ non risulta statisticamente chiara e tenderebbe a produrre risultati discordanti con gli obiettivi ispiratori della normativa. In questo lavoro, gli autori propongono preventivamente una disamina della nuova procedura indicata dal Ministero, evidenziando le problematiche statistiche in essa insite. Viene esposta, infine, una proposta metodologica per la determinazione dell’ICQ.
