O Zoneamento Ecológico-Econômico: Instrumento integrado de gestão social do território goiano?

It has been widely discussed the planning of strategic public policies through the territorial development approach. It is argued here that this planning can be integrated as a management tool of the territory called the Ecological-Economic Zoning (EEZ), involving aspects of the environment, social, economic and institutional. The purpose of this article, therefore, is to analyze the EEZ in Goiás as a social management tool of the territory in the state. The EEZ consists of data and quantitative information from a database to the formation of charts, maps and tables, such as the environmental vulnerability map, the map of social and economic performance, and the map of ecological-economic zones. As a result, it is observed that it is still incipient deployment EEZ, which shows great limitations as a management tool with respect to the results of a qualitative nature. It is known that information of this nature will require studies and very specific efforts with depth in each region in each municipality or even in every community in the territory, which will require time, skilled labor, financial and material resources. Therefore, it is important to consider the use of the EEZ while the combination of aspects of environmental vulnerability, social and economic performance and ecological-economic zones in quantitative terms, within each county in a territorial perspective approach. However, should not ignore qualitative information drawn from the Territorial Development Councils (TERDECO) to have the majority reach of public and social policies in a territorial dimension.
