Education Policies beyond Ideological Labels: Private Education in the New Latin American Left-wing Governments

Abstract

With the election of Hugo Chávez as president in Venezuela in 1998, a change began in Latin America that many marked as a new turn to the left. Opposed to neoliberalism, the new-left government proclaimed the strengthening of the state and the curbing of excessive privatisation. Despite this, there was no concrete intervention in the education system, and private school enrolment continued to grow. This study analyses the privatisation of primary education in three of the new-left-wing governments: Argentina, Brazil, and Uruguay. It presents the phenomenon of privatisation of education, analysing the evolution in the three countries, focussing on the behaviour of enrolment and education policies of the new left-wing governments on private participation. The study concludes that privatisation of education is supported by a solid and consolidated public policy, regardless of government orientation and party-political structure.
