Competencia y participación privada: La experiencia chilena en educación

Abstract

El artículo revisa críticamente la literatura empírica respecto del impacto de la competencia y participación de privados sobre los resultados de la educación chilena. El artículo identifica períodos de acuerdo a la extensión de la competencia y participación privada; discute la naturaleza de las pruebas de rendimientos que sirven de base a los estudios empíricos, así como la calidad metodológica de las investigaciones realizadas. La mejor evidencia empírica muestra que la competencia y la participación de privados ha tenido un efecto positivo sobre los rendimientos escolares. Estos resultados deben ser interpretados como logros relativos entre establecimientos, puesto que no se dispone de una medida absoluta de logros educacionales. Asimismo, se trata de efectos de orden menor en relación a la brecha que presenta la educación en Chile respecto de países de similar grado de desarrollo económico y buenos logros educacionales.
