La estrategia global y de seguridad de la Unión Europea: narrativas securitarias, legitimidad e identidad de un actor en crisis

Abstract

Con la Estrategia Global para la política exterior y de seguridad de 2016, la UE trata de adaptar su acción exterior a un escenario global más complejo e incierto. Ello supone un visible “giro pragmático” y un enfoque muy centrado en la vecindad. Este trabajo analiza e interpreta la Estrategia Global y de Seguridad, atendiendo a su contenido material y a su naturaleza de narrativa de seguridad; es decir, como herramienta discursiva que da forma a la identidad y valores de la UE, así como al eje interno-externo de la seguridad y la acción exterior europea, y que por ello comporta visibles dilemas normativos. Concluye afirmando que la Estrategia Global contribuye a conformar una nueva legitimación securitaria para una UE que sufre una profunda crisis existencial.
