Retos y carencias de la regulación financiera internacional

Abstract

En 2004 Basilea II introdujo el modelo basado en calificaciones internas (IRB) para el cómputo del capital mínimo regulatorio por riesgo de crédito. Para los defensores de esta metodología, ello supuso una gran innovación con respecto al Acuerdo de 1988, pero a pesar de su extendida implementación, el modelo regulatorio se enfrenta una serie de problemas insuperables que hacen que la estimación y contraste de sus principales parámetros no sea posible en los términos planteados por la misma regulación. En este artículo se analizará la fuente de las debilidades en la estimación y la dificultad de validación de las probabilidades de incumplimiento y las pérdidas en caso de incumplimiento. Esta metodología permanece inalterada después de la reforma que después de la crisis se concreta en Basilea III.
