Los Biocomustibles. El Estado de la cuestión

Abstract

Los biocombustibles han experimentado una fuerte expansión gracias a los incentivos otorgados por los poderes públicos y a algunas ventajas como la capacidad para reducir la dependencia energética exterior, la mayor creación de empleos, especialmente en zonas rurales, o el menor impacto ambiental en comparación con los combustibles fósiles. No obstante, los biocombustibles se han puesto recientemente en entredicho debido a la situación de los mercados energéticos y a algunos estudios que han matizado sus posibles ventajas y desventajas. En este trabajo se trata de presentar una síntesis de las principales cuestiones suscitadas en torno a los biocombustibles. En primer lugar, se presenta una perspectiva histórica y de la situación actual del empleo de la biomasa y los biocombustibles en el mundo y en España. A continuación, se enumeran los principales argumentos a favor de los biocombustibles, se repasan las principales políticas de promoción que se han venido aplicando en distintos países y, por último, se presenta una discusión de los aspectos más controvertidos de los biocombustibles. Biofuels production and use have experienced a strong increase thanks to public incentives and to some of their advantages, such as being able to reduce energy dependency, creating jobs, notably in rural areas, or reducing environmental impact as compared to fossil fuels. Nevertheless, biofuels have been recently discussed due to the recent trends in energy and agricultural markets and to some studies that have cast some doubts about their advantages and disadvantages. The aim of this work is to summarize the main issues around biofuels. First, we present a brief overview of the historical trends and the current situation in Spain and the world. Then, we review the main arguments to support biofuels, the most well-known incentive policies that have been recently applied and, finally, a discussion about the most recent controversial issues.
