Innovación después de Lisboa: nuevas ideas para políticas de innovación en Europa

Abstract

La vida después de Lisboa ha sido decepcionante para Europa. El objetivo de convertir a Europa en la economía basada en el conocimiento más competitiva del mundo ha quedado indefinido, con resultados lejos de lo esperado. Igualmente pobres han sido los resultados del esfuerzo hecho en 2005 por la Unión Europea para dar a Lisboa un nuevo impulso, intentando combinar crecimiento sostenible con empleo, competitividad con solidaridad. Un indicador clave para evaluar los resultados obtenidos hasta ahora es la productividad laboral, ya que un crecimiento en el PIB por persona ocupada puede ser considerado un indicador aproximado del éxito económico y una condición para aumentar la calidad de vida (si bien ésta no es alcanzable descuidando la sostenibilidad humana y medioambiental). Los resultados han sido pobres y volátiles. Se identifican cuatro áreas de política económica en la nueva estrategia de Lisboa: invertir en la gente y modernizar el mercado de trabajo; desbloquear el potencial de negocio, especialmente de las PYMES; invertir en conocimiento e innovación; abordar los retos del cambio climático y del aumento del precio de la energía.
