La nueva configuración normativa de los fondos estructurales comunitarios

Abstract

La entrada en vigor del Acta Única europea ha dado carta de naturaleza a la cohesión económica y social dentro de la Comunidad, impulsando los mecanismos necesarios para adoptar acciones encaminadas, especialmente, a reducir las diferencias entre sus regiones y favorecer la reconversión de las regiones industriales en declive. La consecución del mercado interior precisa de una política compensatoria que permita el desarrollo homogéneo de aquellas zonas y colectivos de la Comunidad más desfavorecidos con objeto de lograr las bases de una prosperidad económica compartida. Para ello, los instrumentos de intervención, recursos y acciones emprendidos han de coordinarse y centrar sus objetivos, fijando un conjunto de medidas tendentes a reforzar la cohesión económica y social.
