Progresividad y capacidad redistributiva de la imposición indirecta en España en 1980

Abstract

En este trabajo se tratará de desarrollar un ejercicio simple de análisis de la incidencia distributiva de la imposición indirecta en 1980. Con esta estimación aproximativa perseguimos un doble objetivo. Se trata, en primer término, de obtener conclusiones acerca de la progresividad y la capacidad redistributiva de los impuestos que gravan el gasto de los hogares españoles. Ello permitirá someter a contraste la extendida opinión, basada por lo general en la intuición y en los resultados referidos a 1970, de que la imposición indirecta española es regresiva. El estudio pretende ser, por otra parte, una contribución al conocimiento del impacto distributivo del sistema fiscal en su conjunto.
