La formulación de la política hidrológica en el siglo XX: ideas e intereses, "actores" y proceso político

Abstract

A pesar de sus crecientes ineficiencias, la política hidrológica española ha mostrado una sorprendente continuidad a lo largo del siglo XX: ha sido una política de oferta, basada en grandes obras hidráulicas financiadas por el Estado a través de impuestos generales. El propósito de este artículo es analizar el papel de las ideas y los intereses en la conformación, consolidación y crisis actual del paradigma hidráulico tradicional. La hipótesis principal es que la influencia de las ideas en la formulación de la política hidrológica ha estado subordinada a servir de apoyo a grupos de interés capaces de influir en el proceso político.
